The situation seems to me like if someone is a Russian political actor who wants Russians to end the war ASAP and start caring about their own lives and well-being, that person just has to call for elimination of Russia and dissolving it into hundreds of viable states which would need to coexist among many other countries peacefully. Therefore, there is no way in which a Russian political actor would address «them Russians» as a whole, IMO.
