  1. President Xi should transfer Carrie Lam to Shanghai. Maybe, she should be gov of Shanghai rather than Hong Kong.  Maybe hong kong should hire the best and brightest chief executive of hong kong. Remove inferior gov of hong kong. Carrie Lam speaks good english but not too good with One Country two systems. She's weak in capitalism; she's strong in communism. Transfer her roles.
