It means a country that blocks trade with china if communist does not obey foreign policies. China is legal to run their own business but they are not allow to install technologies to spy other countries. For example, UK can stop operating Raspbarry Pi production. Communist embargo means chinese tourists can't travel independent country freely. They have strong influence with communist chinese government. United States can deport them back to china. For example, huewai daughter. She broke the law.  She used communist ideologies to help iran.  US isn't playing games anymore with china. US wants china to go back Nixon era to Hu Juntao. Stick old peaceful plans. We don't know what happen to  President Xi Jinping. What's got into him?  why he changed a lot. No idea. Xi doesn't have anymore world's best friends.
