They would retaliate. They would argue the trade is unfair and unbalance. China jailed so many foreigeners(high tech, politics, etc) in china; they accuse Chinese government/rebels stealing secrets. US government have to toss out Hong Kong 2047 trash bin. China is gonna keep violating orders and after orders.  They can't keep promises.
