They want to shut down 99.9% of illegal phone repairs such as installing rubbers, plastic, unofficial apple tools. This is why Apple wanted to disable Operating System in repair shops. Because Apple won't fix or upgrade memory if you got your computers fixed third-party stores. Plus, they won't let you install Hackintosh or jailbreak software.
