  1. Lots of British Generals were killed in WW1, they commanded close to the (German) Western Front. There is a bit of a myth about them not having been at risk.

  2. Stalin had to go to a lot of effort to purge his own Generals, so much easier to let the enemy do it.

  3. Maybe Russian Generals 'broadcast' their position by giving orders out (which is their job) and it's easy to detect by signals traffic patterns?
