@donHooligan China have focused on raising the poor to middle class, that way no one need to be criminal . Also everyone is forced to work for the common good, that means helping the police is good for everyone. Few criminals in china, because the population likes to live a safe good life. It is a tradition from long ago when life was hard in china, people were forced to uphold the law very strictly, otherwise they could be collectively punished for crimes one person in a group had done.
