  1.  @LeonSteelpaw  Correct, counties that are willing to arrest and prosecute to the fullest extent of the law will send a clear message. I know there’s a county around Portland where the thieves and criminals specifically avoid because of that same reason. Saw a dash cam video of a guy who realized he stole from a Walmart in the wrong county and he freaked out in the squad car lol.
