I can share my experience. I worked for a congress-funded program where we brought in leaders from other countries to work for short-term in the US on an exchange program and one of them actually said we don't like the US but we like your money and none of the others disagreed. This is a cohort of about 12 where we paid them thousands of dollars in stipends and it still wasn't enough for them and they complained about that when it was less than their salaries back home. On top of that, they would complain about white people and Americans right in front of us. I'm currently abroad on a program which will be my last program as part of an exchange program where we're supposed to foster international relations and to be honest I think the people could care less. They just want our money. I went into this work naively thinking that people do want to foster good relationships and care about this and maybe there are some that do but it hasn't been my experience so far.

Your title is misleading.

@pedithnagali1857 I'm not sure maybe some of it is in good hopes of fostering good international relationships with people and others call it soft power. I don't know. I still think there's value in exchange programs but I do think it's important to make sure that they are appreciated and respected and people actually see value in them instead of just taking our money and then disrespecting us.
