  4. He really didn't. That's just the public image Duterte crafted for himself. His death squads' rampage of mass murder didn't actually make people safer at all.

  5.  @ivyneng  It was Duterte who withdrew the Philippines from the ICC after they indicted him. That doesn't cancel his indictment, or remove their jurisdiction for the time in which his crimes occurred. And perhaps Marcos disagrees with Duterte's withdrawal of the Philippines from the ICC. A past president's decisions aren't binding on the current president.
