  2. Russia and China wouldn't give a damn if Assad covered the entire Middle East in poison gas. This is a perfect illustration of how the veto structure of the UN Security Council is idiotic. I say we play hardball. Go to the General Assembly and get a vote to change the structure of the Security Council. Or even just threaten to do so. Russia wouldn't dare risk it.
