The most clownish part of Cruz's filibuster "strategy" is that he wants to block Reid from amending the House bill to restore the Obamacare funding...by blocking the bill from ever being voted on. It's as if he doesn't realize that BOTH houses of Congress have to pass a bill for it to become law.
