  3. There was a major corruption scandal going on at the time. And 27 out of the required 31 states had called for a new constitutional convention to bypass Congress in proposing the amendment. There's long been a fear among politicians that if such a convention were to actually be convened, it would go beyond the stated purpose, possibly to the point of writing a whole new constitution (that's how the current one came into being after all). So the Senate passed the amendment to avoid a convention.
