This isn't merely "enacting legislation in conflict with federal law", it's a state enacting legislation that claims to nullify federal law.

And the Supreme Court will rule against Michigan in that case. Very likely in a 9-0 decision. No matter what the reason they might have for doing so, states cannot nullify any federal law.

"Nullification" is a treasonous doctrine. It doesn't matter if it's "for a good cause", it's still treason. Also, the clause they claim to be nullifying doesn't actually exist. The law they claim to be nullifying isn't even still on the books, and it never did allow indefinite detention of US citizens.
