  1. Partially proportional. Small states still get a disproportionate boost from the fact that each Senator also counts for an electoral vote. If it were entirely proportional, that would mean each state would lose two electoral votes. While that would've made no difference in the outcome in the last 3 elections, in 2000 a truly proportional EC would've made Gore the winner.
