  1. The STOCK Act was redundant. The notion that existing insider trading laws didn't apply to members of Congress was completely without basis in law.

  2. The STOCK Act in the first place was redundant, and still is, because its whole basis was the concept that existing insider trading laws somehow didn't include Congress. There was nothing in those laws that could ever have plausibly be construed as an exemption for members of Congress or their staffers.
