  1. And regarding Axis ships in NATO...the Italian Navy did use some of their WW2 survivors. Giuseppe Garibaldi, for example, served until 1972.

Regarding Vanguard in World of Warships, I'm 90% sure that the reason she wasn't the Tier 8 tech tree ship instead of Monarch is that they were in a rush to get the Royal Navy BB line out and avoid having a protracted development cycle like the Royal Navy CLs. Originally the plan for Nelson at Tier 7 and King George V at Tier 8. When they decided rather late in the process that KGV needed to be Tier 7, Wargaming simply copy-pasted Nelson's turrets onto a KGV hull, changed the guns in those turrets from 406mm to 381mm, and called it Monarch. Designing a whole new hull from scratch would've taken a lot more time, and thus Vanguard was delayed until much later as a premium.
