  1. Send as "reinforcements" the Baltic Fleet ships that Rozhestvensky had rejected as hopelessly obsolete. But not the (IIRC) 7 battleships of the Black Sea Fleet. And there lies the problem with having one of your fleets bottled up in an inland sea whose straits you don't control.
