I'd never heard of the US Navy having an interest in the German battlecruisers and light cruisers. I wouldn't have expected them to want to deal with all that non-standard machinery and guns. And guns are among the most expensive parts of a warship, so converting them wouldn't exactly be cheap. (And reusing 12" guns from pre-dreadnoughts as they were retired would've meant a downgrade to shorter barreled guns for a Derfflinger. Reusing 6"/50 guns from pre-dreadnoughts to standardize the armament of any acquired German light cruisers on the other hand would've worked quite well.) France on the other hand I already knew was very interested in incorporating whatever modern German ships they could get into their fleet to make up for 4 years of lost construction time. They even still did incorporate what light cruisers they got from Germany, to avert a critical shortage of such ships.

Regarding the Fulmar, I honestly wonder what would have been the result of cutting out the observer section and then welding the tail back in place. Seems like something that somebody should've tested, anyway.

And regarding Giulio Cesare going to the USSR, I seem to recall seeing it mentioned somewhere that originally the Soviets were supposed to get Roma as their war reparations from Italy. But then she got sunk on the same day as the Italian surrender.

Regarding the Borodino/Izmail-class battlecruisers, despite their inefficient layout I'd rate their chances pretty highly against 1st Scouting Group even if Jutland never happened and Hindenburg was added, assuming the the Russian gun crews have even marginal competence. You've got 4 Russian vs 6 German BCs, but the thing is that half of the Germans are only armed with 11" guns, which would be quite ineffective against 11.4" belt armor. And Von der Tann with only 8 11"/45 (and half of those in wing turrets with very limited capacity for cross-deck fire) I'd say would only be marginally more threatening to a Borodino than Blücher would've been. Also, it's not really accurate to say the Russians couldn't flee if needed, since the German BCs also had design speeds ranging from 25 to 26.5 knots. Granted, most German BCs showed an ability to exceed their design speeds by a couple of knots, but that was by heavily forcing their boilers and not something that could be sustained for hours on end to overhaul a fleeing ship of similar speed. In short, Admiral Hipper would be in for a really bad day if required to engage a force of 4 Borodinos.
