With regard to the C-class cruisers, a total of 28 of them were built combining all the various subclasses. 1 was sunk in WW1, leaving 27 survivors when the Royal Navy started scrapping them. 13 of them did remain in service and get used in WW2, all from the Caledon, Ceres, and Carlisle subclasses. Those were dramatically more capable than the earlier subclasses, so it really made sense for them to be the only ones retained.
