@grzechu9821 Because the Anglo-German Naval Agreement (signed after the Deutschlands had been built) imposed the same limits as the London Naval Treaty, including 203mm as the maximum caliber for cruisers. And it's easier to hide the fact that you're lying about tonnage than it is lying about gun caliber.

@Alex-cw3rz The problem is that the Lord Clive-class monitors are incredibly slow. You can't really sneak them up to St Nazaire.
