@hs5312 For starters, buy from Bofors. It wasn't until 1943 that Germany started putting any 40mm Bofors on their ships. Not all of the Germany 37mm AA guns were bad, but the most common one (the 3.7cm SK C/30) was terrible. If Germany had simply bought the 40mm Bofors in the late 1930s, that would've vastly improved their ships' AA. The other important thing to do would be stop using single-purpose secondary batteries. Germany can't design a 12.8cm dual-purpose gun any sooner than they did historically, I'd just delete the 15cm guns from the Scharnhorst and Bismarck classes and replace them with additional 10.5cm SK C/33 mounts. A 105mm gun isn't going to be very good against surface ships, but you have the main guns for that.
