IIRC, it was actually the newly-founded Ukrainian Navy that renamed her after the revolution, during the brief period of Ukrainian independence.

@worldtraveler930 I actually have a Ukrainian coin commemorating the 100th anniversary of the founding of the Ukrainian Navy, which shows Demokratiia on the face. Nor would this be the last time the Ukrainian Navy inherited a large, powerful ship that was partially built and they lacked the funds to complete. Now there's the ex-Soviet missile cruiser Ukrayina. Originally she was likely going to be sold to Russia (which operates her 3 sister ships), but the chances of that happening are now nonexistent. Apparently Brazil is a likely buyer now, since they have ambitions of a large navy and a 12,000 ton hull would have lots of room for replacing the Soviet-era weaponry with more modern stuff.

The problem was that she deteriorated so much during the time she was sitting around incomplete. The Ganguts had the same armament and while their armor was weaker, it was considered more economical to repair and refit them instead because they were (aside from Poltava/Frunze, which never entered Soviet service due to severe damage in a fire in 1919) in much better condition. An even better option for the Soviets would've been completing the battlecruiser Izmail, which was better-armored than the Ganguts and much better-armed with 12 356mm guns. Or completing Izmail as an aircraft carrier. But the Red Army didn't want the Navy getting a larger share of the budget, so none of that happened.

@zoranocokoljic8927 There was an order to complete her and change the name to Soborna Ukrayina, but this was simply ignored.
