And regarding sending elements of the Black Sea Fleet as part of the 2nd Pacific Squadron, while certainly many of the Black Sea ships were ill-suited for operating in a long range ocean-going fleet, the same could be said of quite a few of the Baltic Fleet ships that actually did make it to Tsushima. Particularly those in the unwanted reinforcements of the 3rd Pacific Squadron. Certainly I doubt Rozhestvensky would've complained about having Rostislav and Potemkin sail with him. As far as whether the Ottoman Empire would allow them to leave the Black Sea? I think the bigger issue would be that even if the enlarged 2nd Pacific Squadron had managed to win at Tsushima, the Ottomans would be unlikely to let those ships back into the Black Sea. Meaning that Russia would've been left with no choice but to permanently station those ships at Vladivostok and desperately build replacements in the Black Sea.
