@keegansimmonds4339 It doesn't actually take a majority to start a civil war. Nowhere close to it. It does take a majority being at least sympathetic to the rebel group to win a civil war. If Quebec separatists had actually tried an armed rebellion in the 1970 or 80s, they would've been defeated quickly. But that still would've constituted a civil war.
