Federalism means that regional subdivisions (under whichever name the federation in question uses for them) have a significant degree of autonomy. But in Russia, the autonomy of its constituent republics and oblasts is purely nominal. With the "republics" being more like colonies. And the EU is not federal. It's an economic alliance, not a federation.
