And no, the Constitution most certainly does not give the President the power that "he can do anything to secure the country". Where do you come up with this bullshit? The President cannot spend any federal money other than as authorized by Congress. Congress has total control over spending. Congress passed a budget, which Trump signed, that specifically forbids spending any money on a border wall. Thus, any money Trump spends for that purpose is illegal.
