  1. It's not surprising at all, given that it wasn't until 1942 that the Nazis officially decided to exterminate the entire Jewish population of Europe. Wide-scale massacres were already happening before that (with an estimated 1 million already killed as of 1941), but until 1942 the Nazi leadership was still at least nominally considering deportation of Jews to Madagascar or Palestine.
