Actually, the reason that the Goshawk was the "preferred engine" wasn't that the RAF was fixated on it. It's that Rolls-Royce was loaning them out for free to any F.7/30 competitors who wanted one. Clearly, RR saw this a way to maximize the chances of a the winning aircraft being one that used their engine.
