Even if you have income of well over $1 million (meaning you're not merely a 1%er but a 0.1%er), and you live in California, and all of it is in the form of regular income and not capital gains (which are taxed at much lower rates), and for some ridiculous reason claim no deductions at all, your effective income tax rate still isn't going to get anywhere close to 48%. The only way anyone could ever end up paying 48% of their income in taxes if they check the box on their tax return to voluntarily give the government extra money.
