  1. This is halfway to a good idea on Kamala's part. But instead of applying it to states that have a history of violating women's reproductive rights, it should simply be universal pre-clearance. That's also how the Voting Rights Act should be restored. The premise that the right-wing SCOTUS used for gutting the VRA was to say the pre-clearance formula was unconstitutional. So just don't have a formula. The 15th Amendment plainly gives Congress the power to enact such a law, and if it's universally applied nationwide there's no way for Roberts to claim it's an equal protection violation.
