Treason is not defined by whether there's a declaration of war active. The US has never been officially "at war" since 1945, yet we're constantly involved in wars regardless. And Russia has committed acts of war against the United States. Also, Donald Trump is by far the least honest President in US history. Quite possibly the least honest person in US history. And Reagan was by a wide margin the worst US President of the 20th century. Along with also being tremendously dishonest.
