I thought the reasoning behind it was that the caduceus was a symbol of non-combatant status (ie messengers), and thus something that would be applicable to everybody in the Medical Corps and not just the doctors themselves. But then, America is the same country that mixed up the Phrygian cap with the pileus as a "liberty cap", so...
