Since 7.62x54R and .303 British are very similar cartridges (both are rimmed, bottleneck cartridges using the same diameter bullet, and the overall length and rim diameter both differ by less than 1mm), that's not a very difficult conversion. Especially when you're putting on a new barrel to begin with. But if you've got a lot of both Enfields and Mosin-Nagants in stock, it seems like the logical thing to do would be pick one caliber or the other. Either convert all the Enfields to 7.62x54R or convert all the Mosins to .303. The former is probably easier, since even if the .303 is only slightly longer than the 7.62x54R, that still might cause some issues with feeding .303 out of a Mosin's magazine. Though I suppose if you're a poor nation and have a lot of ammo in both calibers as well, you don't want to throw away either caliber. And dividing their use based on geography reduces the logistical problems from using two rifle calibers.
