The "world leaders policy" was invented specifically to protect Trump's account. Twitter CEO Jack Dorsey had been protecting Trump from getting banned for years, even before he was elected. As Twitter got more and more criticism for letting Trump violate their rules, Dorsey made up the "world leaders policy" to explain why they let Trump get away with anything. I wouldn't be surprised at all if they get rid of that "policy" shortly after Trump can no longer be considered a "world leader".
