  1. House vacancies can only be filled by a special election, yes. The actual reason House Republicans won't vote to expel Santos (or whatever his real name is), is that McCarthy doesn't know whether whoever gets elected to replace Santos would support him as Speaker. McCarthy is just as scared of Santos being replaced by a FreeDumb Caucus loon as he is of a Democrat taking the seat.
