Especially considering in January 2021 they changed the definition of "vaccinated" so in order to qualify as "vaccinated" people need to be up to date with the latest booster , so if they had released 2 shots and 2 boosters someone who'd had 2 shots and only 1 booster would still be labelled as "unvaccinated" .
