Wonder how russia would have faired with a proper parliamentary system rather than presidential. In that system, the head of state (king/president) is essentially a nonpartisan figurehead who ensures constitutional order. The head of govt (prime minister/chancellor) is the political leader. In such a system, the actual political leader would be bound by simple majority in parliament and could have the orders to bomb the parliament rescinded by the head of state who would order him removed from office, by force if necessary. In addition to those two, the political leader could be removed by the cabinet, or his political party. And if yeltsin were the head of state rather than the head of govt, then he would be removed as soon as he made a political statement.

What are your thoughts about any American involvement? Do you think yeltsin would have resigned or at least continued negotiations if the American president "strongly urged" him too? What if it were mediated by international chosen (eg un rep, Switzerland)?
