  1. In the 1970s, there was no real welsh govt. It was a ministry of the UK attached to the Welsh office (more administrative, carrying out the wishes of the UK govt). Devolution occured in 1999(?).

  2. Not to nitpick, but Wales is not a country anymore than Bavaria or Texas. A country is a sovereign nation-state or a multinational-state (eg UK, Canada, US). Wales is a nation (culturo-ethnic region) or a state within the UK.
