Actually getting rid of the presidency altogether is not a bad idea (last 10 seconds, but not the mayor part). The presidential system is prone to dictatorship and one strong man, whereas parliamentary system particularly with proportional representation provides much more checks on the executive (cabinet) and no single executive leader means power is shared.
