  4. One doesn't need correct language for speaking to passerbys. Bald is just a reach bum doing extreme tourism in Russia. Similarly tourists don't need Spanish in Spain. However, if one wants to study in Russia or to be a peer for his educated Russian colleagues, one need Russian grammar too.
