  2.  @cmo5807  because of one thing...energy, in order for any civilization to reach space they need energy and I don't mean just electricity, they need advanced agriculture and trade and predatory drive from their ancestral past, but most of all AGRICULTURE when 1 person can feed 10 thousand... then... those 10 thousand have time for other things like building rockets. this fundamental stage is like math for everyone in the universe, it wont matter if u have 2 hands or 10 tentacles, when a civilization is able to keep most of its dwellers in the "middle class" then they will slowly but surly expand into space.
