  13. there is a remote possibility that their is not filter and that ,overall, civilizations take the same time to evolve hence even the most advanced one would be a few millennia ahead of us technologically.... or we just cant detect them because all we see is the past (yes even systems 2000 light years away could basically have our level of technology but we would never know it until .. well 2000 years later) we are still way too primitive technologically to detect life in our own solar system let alone distant systems, all we can do is "see" signs of it which frankly is pretty much almost impossible for now
