I expect UBI to come later (meaning when AGI (AI) completely automate at least 50 percent of the jobs across all sectors, the american government and other western governments will have no choice but to inteoduce a form of UBi in their own way.) Also, i dont expect 90 percent of the population to be all employed, not everyone will be to get a job and not everyone will be to sustain a job. So there will be levels of employment and yes there will be level of long term unemployment.
