Lowering and even eliminating taxes makes it a wash, and companies and countries have already made moves to avoid the tariffs before they are even imposed, not to mention, more domestic oil production should lower fuel prices, which would lower transport fees, which should lower the prices of goods as well, making any sort of "price increase" more manageable and possibly even negligible The government relied on tariffs over taxes in the nineteenth century
