No. Chavez coasted off of high oil prices while destroying the local economy and letting the oil infrastructure collapse due to mismanagement and corruption after firing all the skilled employees in favor of political friends and supporters. He was just fortunate enough to die before SHTF on the oil prices with Maduro left holding the bag.
