  12. No. This one is internal. Venezuela seized and shut down many private businesses on its own volition. Venezuela chased out the productive and competent from the oil industry in favor of political stooges on its own volition. Venezuela allowed its oil industry to collapse due to mismanagement and neglect on its own volition along with the misallocation of funds. And it didn't help that the oil profits to continuously buy votes from the poor all dried up when the prices hit rock-bottom.
