Venezuela kicked out the managers and skilled workforce from the oil industry and replaced them with political stooges letting the infrastructure crumble due to mismanagement and neglect. Venezuela blocked all food and medical aid from entering. The US sanctions started in 2017. Venezuela's freefall started in 2014.
