Yes it did. Sanctions didn't cause Mugabe to give the farmland to political allies and those who don't know how to farm resulting in declining production, food shortages and eventual famine. Why didn't he give the land to the natives who actually knew how to farm due to experience working for Whites?

So how did Yugoslavia, Guyana and Somalia managed to get US support during their socialist days? And how did Tanzania, Madagascar, Benin, Cambodia, Eastern Europe, etc. manage to fail without the excuse of Western interference?
