Because people have no obligation to stay in their own countries where their talents and smarts are not valued, appreciated or adequately compensated, where their own governments and countrymen do everything to undermine them. And in the case of Cuba, not everyone wants to live in a collectivist socialist regime where they're barely even allowed any say over their own lives and what's best for themselves and loved ones.
